Nice Hana I think you pretty much covered everything. It might be a good idea to add the Donation-Only items to the list, too. That way people won't ask "Where do I get item X. I don't see it on the list"

rik, it can fail. But will not break.

Items upgraded on this server will not break, but can fail. You do not need the protection scrolls. This rule applies to all mannerisms of upgrading.

Prices on items attained via the Point Shop is usually subject to the seller's discretion. With such volatile pricing, I don't know how effective regulations will be.

500 points can sell for 1-2b.

Ultimate Upgrade Credits can sell for 1-2b.

Personally, I prefer to start at 1000 points for 1-2b.
