Anyone can apply, but Dex won't accept anyone if he doesn't need him/her.
Dex is looking for a (website)developer. So if you're not one, i don't think he'll accept you.

Haha interesting convo

Yet the applicant has only gave little detail as to why you would make a good GM so I would have doubted it would have got far. Besides Dex IS looking for web designers mostly. So if anyone else is to sign up for GM I suggest you stat your skills and have valid reasons as to WHY Dex should give you the GM title.
