Psy's Using map Glitch in Arena

Psy's who use teleport to go in some part of arena actually the radius so that they cant be hit or skilled (while they can cast spells on players whos in their range) is this consider bug? are players responsible of doing this bannable?

Yes it is as it states in the rules:

Abusing in-game bugs and glitches to gain an advantage over other players. (Such as going into the arena walls)

The charater will be warned.
